Cases of Animal Cruelty or Kids not being disciplined??

When I see things such as this I have to ask in this in our nations kids personalities or is this a case of kids just being MEAN? Are the kids being disciplined ? Should there be stricter laws when it comes to kids?When should these animals suffer because these kids are not being watched or actions taken to prevent these types of incidents.
Even in the grade schools now the kids are being sent to jail and the principles are complaining that the schools are out of hand.Should spanking be a real part of the home life ? I have mixed feelings on this myself.But there has to be some type of discipline in the schools now or soon there will only be juvie hall type schooling for all of our kids.
